Land at Windmill House, Alton
Planning Context
East Hampshire District Council recently decided to pause work on a new Local Plan, citing ongoing Government reforms to the planning system and upcoming local government reorganisation in Hampshire. The Local Plan will ultimately allocate new housing across the district – including some to Alton, as one of East Hampshire’s ‘Tier 1’ settlements.
It will not be possible to provide all of the new homes allocated to Alton on brownfield sites alone. In this context, we believe that the land at Windmill House is a suitable and sustainable location to provide some of these homes, as one of the very few deliverable sites within one kilometre of both the town centre and the railway station. The site is already partially developed, containing an existing dwelling, with a proportion of the land situated within the Alton settlement boundary. Additionally, new homes in this location would not represent an extension of the town into open countryside, as there are already homes on either side of Windmill Hill and Windmill Lane, as well as to the east on Wilsom Road.
Vehicle access to the site is provided from Windmill Hill. In addition, direct pedestrian connectivity to / from the town centre is provided by a footway that runs along Windmill Hill to the site entrance. There is also a walking route to / from the station via Crowley Drive and Ashdell Road.

The footway continues along Windmill Hill for a short distance past the site, providing an indirect link to a number of public footpaths and bridleways out into the open countryside.
